There have been many excellent covers to Tales from the Crypt. Actually, the sheer number of excellent covers would be too many to mention. This particular cover deserves a special mention due to its creepiness. I am not sure what issue it is since it is reproduced from for the EC ARCHIVES COLLECTION. (A great collection by the way) It is not just the ugly, Frankenstein inspired monster that appears in full close up that makes you wonder what the heck is going on in this book, but the murder taking place in the background adds to the obtuse mystery that exists within the pages.

Yes, EC new how to attract people (kids) browsing those drug store shelves. They new that the odder and more morbid the cover, the more popular the comic books would be. It was a simple formula and it worked magnificently.
